Unable to compile forms using adadmin but can compile forms manually

I've just applied all the HR legislative patches for year end to a test environment.  After applying the patches I was getting an error with running concurrent requests, so I tried to recompile the conc request form using adadmin

this said it had compiled successfully, but the fmx file wasn't regenerated (ie the timestamp was still the old one).

I then manually compiled the form using

frmcmp_batch module=/u01/oracle/ebsenv1/apps/apps_st/appl/au/12.0.0/forms/US/FNDRSRUN.fmb output_file=/u01/oracle/ebsenv1/apps/apps_st/appl/fnd/12.0.0/forms/US/FNDRSRUN.fmx module_type=form compile_all=special userid=apps/password
