Error with OP doesn't apply when submit

Hi,

we are facing issue with OP, seems doesn't apply in web, seemes doesn't apply option submit versión specification only

do I add  all version and update package? add Template object?

the OP are there but doesn't apply the OP when Submit Version Specifications Only (please explain me basic use for this option)
