Compensation Workfile Build - all employees show as ineligible

After setting up Compensation Management, the Compensation Workfile Build (R08830) shows all employees as ineligible.  I believe this has to do with the Master Model.  Before running R08830, all of the workfiles are empty including F08832WF.  They are still empty after running R08830.  P08828 does not have any models listed although 08|PM includes two values for Public Models.

Shouldn't the R08330 establish the Master Model (with a #)?
