Location/Serial Number on Hold

I need to put a location/serial number on Hold with lot status as Q(Quarantine)

In F41021 file there are around 1000 records on Location STOCK with lot/serial number populated and qty having 1 for ea

I need to put all 1000 records on HOLD with Lot status as Q.Is there a way i can do this through mass upload?
