R08119/F08119 - How to Fix Excluding Employees?

Hello,

When I build my 1095-Cs from the P09210, the R08119 Offer and Coverage Workfile Build (F08119) shows the list of excluded employees. It looks like all of them were in a Waived Plan. I am trying to fix this so they all show up with a 1095-C, because they were indeed offered self-insured coverage.

I found an Oracle doc that said to change the UDC 08/SE for the Y to Special Handling 1 (ours was special handling 5). This successfully removed everybody from the Excluded list, however, they still do not have 1095-Cs created after the build. What am I missing?
