StreamException: Trying to read off the end of a MemoryStream

Has anyone ever faced this issue in RPAS Classic Client v15 ?

I've just upgraded an environment from v13.3 to v15 and I'm getting this error when trying to build an workbook.

Note that not even the base workbooks like the Measure Analysis Workbook can't be opened.

In the user logs (loglevel = all) I could only find this warning message:

"<W 2017Feb21 12:14:04.596> Rule Group '' does not exist."

I've also tried to patch install the domain but that it didn't fix the issue. In fact, I could see many other warning messages related to the majority, if not all, rule groups however all rule groups are available in the configuration file.
