cafe1 layout opens e1 login screen

I am having an issue where a cafe1 was created and shared successfully to *Public. Now when a user accesses the layout on an application in IE11, a new tab is opened and the E1 login screen is displayed. The user can login (again) and the 2nd application is opened in yet another tab. When the user goes back to the original tab, the layout is displayed correctly. Why does the user have to log in again? The users access the environment through a Net scaler load balancer. I don't see this behavior when accessing the environment without a load
