There is too much unnecessary hype about adop actualize_all phase....Is it mandatory to trigger it??generally its said When the number of old database editions reaches 25 or more

we need to trigger it

But is it mandatory??when will these database editions reach 25 is it for same object edition to reach 25 to multiple objects combined reach editon??

which is the query which tells us now its time for actualize phase

when we have cleanup mode=full then why do we need this phase??
