Change of GL period

Hi,

My current AP and AR period is 02 (February) Yr 2017. I re-opened the GL period to 13 (refer to 31/12/2016) Yr 2016. I had done clear cached.

During the journal entry dated 31/12/2016, I hitting the Prior End error message.

However when I re-open AR, AP and GL period to 13 and re-enter the journal entry, the error message no longer exist.

Q: May I know is this suppose the system behave? My user concerned that why necessary to re-open the AP and AR period since user only perform journal entry.
