Voucher Match Automation - suggestion mode creates an empty Batch Header.Why?

We decided to use VMA to match multiple purchase receipts to a single supplier invoice. We initially executed VMA driver UBE (R4304010) to invoke R4304020 match UBE in suggest mode

Report printed Voucher Batch 9141.  When a user queried on the batch in Batch Header (P0011) its status of was shown "In Use". This Batch Header was empty as we had executed VMA driver UBE in suggested mode

Subsequently, we used P4314WB - Workbench to match this suggestion. The application then created another voucher batch 9242. Interestingly, Workbench does not provide Batch Number, but only voucher document number. You then take a roundabout way of using Supplier Ledger Inquiry (P0411) to retrieve voucher batch number
