New Credit card assignment to employee

Hi

Is there a program which automatically assigns new credit card to employees

Currently this is being done manually

Internet Expenses Setup and Administration-->Internet Expenses Administration-->Credit Card---New Accounts tab

Here the request id and the card program name is given

Is this the only way is is there any concurrent program to do this
