E1 Row Security setup

We are in the process of setting up E1 Row Security and have some questions/concerns.

Here is an overview of our approach - Setup Inclusive security - Object *ALL.   Attached document of current setup.

1) Row Security by Company (CO) (Highest Seq#)

2) Row Security by Cost Center (MCU) (MMCU)

Ran into an issue with PO Receipts Inquiry  (P43260) pgm.   When compare rows pulled with row security verses no security getting different results.  It is dropping some of the records.   The business view is using V43260A which is over files F43121, F4311, F4102.   What is unique for rows missing is ALL of the records have a *Blank value in the Item #.  I found an
