City located in 2 different counties not taxing correctly

We have an employee that lives in New Bethlehem Boro in Pennsylvania. The majority of the city is located in Clarion county but the part where our employee is located is in Armstrong county according to the US Census Bureau. I added the "New Bethlehem" and "Armstrong" combination using the Define Cities form. When I try to set up taxation for the employee using the US Tax Information form there are no School District codes available in the LOV. Are those codes delivered by Vertex? If so, how do we get them added?
