Buttons are getting disabled

Hello Experts,

We have a requirement that, whatever we can see AP Net Balance in Advanced Collections, from there we should navigate to AP Invoice WB and find all invoices.

For above we have added one button on dispure creation page and navigating to AP WB alongwith invoices by clicking on added button. But when we navigate to ap workbench there few buttons ( Holds, View Payments & Prepayment Applications ) are getting disabled and few buttons are ( Action& All Distributions ) not getting displayed. Kindly suggest how do we  ovecome this in order to freeze requirement.
