Service Contracts are not always being created in other operating units

Hello,

Service Contracts are not always being created for other operating units.  I say other operating units as the primary OU is the US and this seems to happen in the Japan OU and France OU.  I have not experienced this issue in the US OU.  However, this issue is intermittent in the Japan and France OUs.  The Order Lines get stalled in the Reprocess Order form which then I can process using Select and Submit in this form.  This will then create the Service Contracts.  My question is why is this happening for some lines but not all lines in
