Unable to create New Service Contract

Hi All. Iam trying to  create a service contract by following the Service Contracts User Guide. As per user guide below is the first step.

To create a contract:

  1. Log in under the Service Contracts Manager or Service Contracts User responsibility.
  2. Navigate to Contract Administration, and then select Launchpad.The Oracle Contracts window appears.
  3. Select New from the Tools menu.The Create a New Contract window appears.

Problem : The new button is disabled when I go to Contracts page. Can any one  please help what setups need to perform to enable the contract creation page.

Also if any setup document can be shared will be of great help.
