P3293 - Q rules executing out of sequence

In P3293, under Q rules we using headings to organize how the work order is generated.

Current Q rules are in excess of 200 and the order in which the work order is generating is not following the order in which the rules are entered into P3293.

Any ideas on what would be causing this?  Is there a solution or a work around?
