OMW error - 47 Transfer not compatible

For JDE EnterpriseOne Rel 9.1, Tools 9.1.5.7, All Windows Server 2008 servers.

I set up activity rules for a new path code and I am trying to promote objects to the new path code with OMW and get error "47 Transfer not compatible".

The Log item code from OMW logging is 145J.  I followed this Oracle doc but still get the error when I promote:

E1: OMW: Unable to Transfer Workflow Object for Custom Control Tables Data Source - Error 130K (Doc ID 883453.1)

What else can I check?
