Need suggestions to design a database (12c RAC)

Hi Experts,

We need to design one database for our client. The requirement is follows :

1. Total data = 2TB + 1TB (BLOB - mainly images) = 3TB.
2. 60000 sessions will going to hit the database at every millisecond (in peak hours).
3. Response time should be 4-4.5 secs (SLA)
4. Total projected inserts will be 2 Billion, and the data has to be inserted in database within 30 mins.

For the above requirement I would like to propose Oracle Timesten in-memory database. But if client doesn't agree with the proposal we need to provide one basic plan.

So please suggest for the above scenario, how much will be the SGA, PGA, CPU, Total RAM of the system.
