How do you credit/reverse a portion of retainage that has previously been withheld?

Customer has a Complex SPO in which several payments have been made and some of the retainage has been released to the contractor.

Final payment is being made to the contractor and they has given the user a credit of which a portion or the credit is from the remaining retainage withheld.

Has anyone encountered this and please provide step by step help if you can.  Thanks,
