The OPatch being used has version 12.1.0.1.3 while the following patch(es) require higher versions:

Patch 19769480 requires OPatch version 12.1.0.1.4.

Patch 20299023 requires OPatch version 12.1.0.1.4.

Patch 20831110 requires OPatch version 12.1.0.1.4.

Patch 21359755 requires OPatch version 12.1.0.1.7.

Patch 21948354 requires OPatch version 12.1.0.1.4.

Patch 22291127 requires OPatch version 12.1.0.1.4.

Patch 23054246 requires OPatch version 12.1.0.1.4.

Patch 24006101 requires OPatch version 12.1.0.1.4.

Patch 24732082 requires OPatch version 12.1.0.1.4.

Please download latest OPatch from My Oracle Support
