ACA Manual Entry Missing from 1095C Print Build

I have retirees that I added manually to the P08119.  I created address book numbers for these retirees as they are not in JDE as ex-employees.  When I run the print 1095C build, the retiree does not build in the print forms.  It is included in the grid P08119, but does not get built in the R08119B.  I've added the retiree to the Employee Master in my test environment and only then does it get included.  This is a retiree that had a form produced in 2015, so I'm not sure what is different for 2016.  Am I missing a
