can not start sqlplus session with TNS-12547 error

Hi Geniuses,

     I have a problem just after install ORACLE.

     I have installed Oracle 11g(11.2.0.4) on RHEL7 according to Document 1962100.1 and was succsessful.

But I can not start sqlplus session because of TNS-12547 error coming up.

I think an $ORACLE_HOME/bin/oracle file permission is fine.

[oracle01@DBRH7 bin]$ ls -l $ORACLE_HOME/bin/oracle

-rwsr-s--x. 1 oracle01 oinstall 226806566 Feb 25 07:56 /orabase/app/oracle01/product/11.2.0/dbhome_1/bin/oracle

Does anyone has like this experiences?  And also how did you solve this problem?

Any info will be appreciate.
