EPMLCM13000; service currently not available error

Hi All,

We are using Hyperion ARM 11.1.2.3.501. We are facing "EPMLCM13000; service currently not available error" in shared services for Account reconciliation manager and Financial close manager in Application groups.

we checked with other users and they are able to access the artifacts but few users are facing this issue ( all the users are provisioned with same roles)
