ZFS performance and disk space best practices?

We are experiencing slow performance on our ZFS cluster. One controller is at 85% used space and the other is at 65%. I have previously read that 80% is the maximum and not to go over that amount. I was recently told that the newer ZFS software was capable of running at 90% without a performance impact. I am unable to locate a document that states this newer than 2013. Does anyone have a document or paper stating the current best practices for ZFS disk space usage and how it impacts performance?
