V16 SIM Development environment setup

Hello,

Is there any document on setting up a development environment for V16 SIM. The only source code that comes with V16 installation is sim-wireless. But I believe you can still setup a Eclipse workspace with the jars/wars that comes with the installation. Any documents or pointers on how the folder structure should be or required jars would be helpful. Also is it correct to say, its to the customization team to create build scripts for packaging the applications.
