ACA Archive after Phase 2 reporting patch 25250989

After loading the Phase 2 IRS reporting patch 25250989 in our 12.1.3 EBS test instance, the Benefits ACA Archive process fails with an ORA-20001 error, but it does not list any employee as being in error.  The archive process was previously working.  I opened an SR and Oracle suggested applying patch 25555826 which did not resolve the problem.  Has anyone else encountered this?

We did have one contact in this instance that showed a warning of no SSN on file, but no errors were reported or counted.
