Error while cancelling bank transfer

I am facing issue while cancelling a bank transfer. Error is:

BankAccountTransferAMImpl.cancelTransfer throws SQLException: java.sql.SQLIntegrityConstraintViolationException: ORA-01400: cannot insert NULL into ("CE"."CE_CASHFLOW_ACCT_H"."ACCOUNTING_DATE") ORA-06512: at "APPS.CE_BAT_API", line 1446 ORA-06512: at line 1 .

However I have checked in CE_CASHFLOW_ACCT_H accounting date is not null. How can we correct this issue? EBS version is 12.1.3
