B34A1030 Execute External Program Giving error 3143

Hello Everyone,

We have Enterprise 9.2 and back end AS400.  We have certain AS400 programs which we plan to execute from E1.  I am trying to use B34A1030 Execute External Program.  Currently I am testing to call a simple Program to test if the calling works.  But everytime we get

Error - 3143.  I read the Oracle (Doc ID 636244.1).  We checked the syntax of the command.  The syntax works when executed in AS400 but fails from E1.  When executing from Local Client it gives "Command not Recognized"  and even fails on web. 

Any pointers, ideas appreciated.  Is there any mapping to be done by CNC team.
