Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hello,

We are testing business services locally using Jdeveloper 12.1.3, and for that when we try to start the integrated web logic server.

It is giving below error:

The Server Instance cannot be started because the IntegratedWebLogicServer Domain was not built successfully.

I tried deleting the contents in "AppData\Roaming\JDeveloper" but still same issue.

Please help me in resolving the issue.
