Physical Inventory API

Oracle Development released a Physical Inventory API for Oracle Inventory Release 12.2.3 in Jan-2016.  Doc ID 1602380.1

Is Oracle development planning on backporting this functionality to 12.1.3?  There are several outstanding active ER's for this functionality for previous versions; however, there doesn't seem to be any active development.
