[12.2.6 confirmation] table JTF_PREFAB_WSH_POES_B getting updated rather then inserting new rows for

I have a multi AP tier environment.

[Action]

1. start node 1, confirm 1 row in JTF_PREFAB_WSH_POES_B populated which hostname is node 1.

2. start node 2, hostname of the previous row got updated as node2. (no new row insert)

[Expection]

1. When I start node 2, there should be 1 new row insert for node2,

   not just update the hostname for node 1 previously populated.

  

[Confirmation]

1. Is this issue a expect action for EBS 12.2.6?

2. Or, any setting/configuration will effect this action?
