P3411 No messages generated

When we create  a ST/OT with W line, a work order is generated.

Work order is still in status 10. Part List not yet populated.

We launch R3483 no messages are generated for the components.

When we populate the components that is generate the part list, then we launch R3483. When the part list are populated then we have the messages generated.

How can we make messages generated when part lists are not yet populated?
