how to create a WebCenter portal Application in 12c

Hello Experts,

Please advise how we can create a custom portal Application using WebCenter Portal version 12.2.1.1.0 using the browser or using the Jdeveloper. please provide some link as well in 12c only.

AS I can see  lot of difference in 11g and in 12c, not having any portal framework Application option also in 12c.

Please advise.
