Want alerts when on hand quantity drops to a specific level

I'm currently an E1 customer on 9.2 apps and 9.2.0.3. tools.  Our purchasing department is asking if there is a way to be alerted when on hand inventory drops to a specific level?  I thought maybe there would be a workflow already created for this, but was not able to find one.  Preference would be to receive an email alert.  Do you have any thoughts on the best approach to this request?
