OEM 13.2 - PDB Targets on active dataguard standby marked as down

I've just installed 13.2 and am moving targets from 12.1 OMS by stopping/uninstalling the agent on those instances, and then redeploying the agent using the new EM13.

Everything is going fine, except that I've got 2 targets marked as down on the summary page.  These are cdb$root / prod_pdb on the ADG production standby.

If I go to the PDB homepage, I can see the ASH and SQL monitor info, so OEM can definitely talk to the database.  The CDB homepage shows Data Gard Role as physical standby, so OEM knows it's a standby...

I've tried removing and re-adding the CDB/PDBs, but it remains marked "down".
