Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What is the best time to freeze the Cost?

Should there be any transaction on going at this time or it should be after business hours so that not to affect on going transactions?
