UDC record exists, jdbj cache cleared, P40950 gives UDC not found error

For JD Edwards EnterpriseOne, Rel 9.1, Tools 9.1.5.7, All Windows Server 2008 servers, Oracle 11g DB Standard Edition, Weblogic

Trying to add a record in P40950 for a G/L class that exists in the UDC but is not found when adding the entry (see attached).

I have cleared jdbj cache, reset server cache, restarted the enterprise server and deleted global tables in the environment and I still can't add a record using UDC 41|9 value 1820 in P40950.

Is this a technical issue or a an application issue?   The person setting up the AAIs is very experienced with them.
