How Can get the operational dates on a WO to reflect the operational leadtimes?

We are trying to set the system up so that when we cut a work order, the individual work order operations reflect the appropriate start and end dates.  Right now the total leadtime for the WO is populating correctly but every operation is populating with the same start and end date as the WO.  I have reviewed Document 626117.1 but I could not find anything that was described in the document that we did not have set up.  Perhaps you can recommend some specific set ups to check or if there are 9.1 bugs that might be preventing this from functioning.
