Terminate recursion based on constraints

Is it possible on the Oracle Session Boarder Controller 3820 to terminate recursion on a Session Agent (not a SAG) based on the constraints being met?  stop-recurse works fine for specified codes returned from a SA but if constraints are met (i.e. max sessions exceeded) then the call is not presented to the endpoint so no code is returned.
