Performance Workbench Error

I downloaded Performance Workbench.exe from support web site:

I used this tool before but for this lattest download I got the error

When I used I got attached screen print error, I tried in both Window 10 and Window 7 workstation

Please let me know if anybody saw this error before and know how to fix it.
