Need to generate Unassigned asset lines by default

We have a business need to generate asset lines in PA R.12.2.3 UNASSIGNED by default. Currently they are generated assigned to assets. If 1 task has more than 1 assets related then costs are distributed incorrectly. So is there any standard setup to generate lines as Unassigned so that accountants do not rely on how they are assigned and could assign all lines manually to required assets?
