How do you make a hidden tab the active tab via personalizations?

I've been working with the Awards Management form (GMSAWEAW) and the requirement is if a CFDA number contains the default value, force the user to change it.   CFDA number is a value in table gms_reference_numbers.   On this form, the reference numbers tab is not one of the main tables that displays.  You have to go to the drop down and select it to make that tab active.   What I would like to do is on NEW-RECORD-INSTANCE make the reference numbers tab display and be the active tab.  I think once I can get it to this point I can take
