Looking to see how folks address the Oregon Workers Benefit Fund for worked hours and not Paid hours

I know that Vertex takes care of calculating the tax but i wanted to see how folks deal with the fact that the tax is to be based on Hours Worked and not Hours Paid. We are a multi state employer so we cannot just exclude the tax types from the Sick, Vacation and Holiday Pay Types.  Any input would be appreciated.
