Monitor Application Owner account (database account)  locks and alert (say via e-mail), when account is locked, using OEM12c.

Is it possible to monitor database account locks (say after 3 failed logins) using OEM and trigger an alert via e-mail?  if so, how this can be achieved?

We can force an account lock using a custom profile. But, how to get notified when the account gets locked?
