Time Entry and Labor AAI's

Looking for solution, if you guys have encountered a similar issue.

I have setup Payroll Labor AAI's (see attachment) for a situation where an employee works on a job in one company and  resides in another company . The objective is to use re-charge (Code # 2 on employee master).

Employee works in company 06600 on a job in company 06000, company 6000 will have multiple jobs. we want to create a new labor AAI for each new job and expecting the time entry to looks at the AAI's based on the account # entered in the Time Entry.

The time entry keeps ignoring the payroll AAI's setup for 06600 with the employee business unit (MCUH) and picks up value from the AAI where the employee business unit is blank or gives an error if no AAI's exist with a blank employee business unit (MCUH)
