R3483 suggesting cancel order message for the existing OT order

Hi,

We are on JDE 9.1, We already have an OT order in system for the required quantity but the supply branch/plant is different than what is defined in the Branch Plant relationship for the demand branch/plant for that MPF. When R3483 runs it generates a Cancel Message for the existing OT Order and generate a planned OT message using the Supply branch/plant as what is defined in the Branch Plant relationship program. Is it as per existing functionality? MRP should respect the existing OT order and rather suggest Expedite message for the existing OT order if required.
