CRS-6706 after 12c oracle restart 23727148 patching

Hello everybody.

In a fresh install of 12.1.0.2 Restart configuration on linux x86_64 I applied the GI PSU 20170117 using opatchauto (there was a datapatch error, corrected afterwards with `datapatch`). Next, I stopped has (crsctl stop has) and applied:

1. 23727148: ORACLE JAVAVM COMPONENT 12.1.0.2.160719 DATABASE PSU - GENERIC JDBC PATCH

- as grid user

- there were no errors, but lsinventory did not show the patch

2. 24917972: Oracle JavaVM Component 12.1.0.2.170117 Database PSU

- as oracle user

- no errors after the opatch phase

- lsinventory shows the patch

For the datapatch phase of the 24917972 installation, I had to start the RDBMS, but:

grid $ crsctl start has -noautostart

CRS-6706: Oracle Clusterware Release patch level ('3245641890') does not match Software patch level ('150157942'). Oracle Clusterware cannot be started.
