Oracle Grant configuration and license - dependency on Project costing /billing

Hello,

I would like to know if Project costing and billing configuration and license is needed if customer wants to implement Oracle Grants Accounting in R12.

Same question if customer wants to implement Fusion Grants Cloud, is Project Financials Management configuration and license required?

Appreciate quick response to this.
