MS word 2007 not showing BI pub tab

Hi All,

I trying to deploy BI publisher for Office on MS word 2007 and for some reason BI Pub tab does no show up . Note: BI publisher is listed in "Inactive Application Add-ins" list of "Add-Ins" under "Word Options"

When I tried many things:

1) started word as admin , tried to activate BI publisher that is listed in "Inactive Application Add-ins" list of "Add-Ins" under "Word Options". Made no difference

2) Reinstalled Office

3) Tried with three different Oracle issued computers

4) Multiple installs

5) Involved Oracle's desktop support to figure out issue, but they are also facing same issue.

Please guide what guide what steps or process I am missing to install "BI publisher for Office on MS word 2007" ?
